An application for letters of administration (no will) should be made by the closest next of kin entitled by law to share in the estate of the deceased.  For more information about who is entitled to share in the estate and who should apply complete the intestacy (no will) questionnaire.  

To apply for administration the person applying must be over 18 years of age.  An application for letters of administration (no will) can be made by up to four people who are eligible to apply.
