An application for letters of administration (with will annexed) should be made by the major beneficiary under the will.  

To apply for administration the person applying must be over 18 years of age.  An application for letters of administration (with will annexed) can be made by up to four people entitled to apply.  

When making an application of this type, any executor named in the will must be accounted for.  For example, if an executor does not want to apply they must renounce probate.  Or, if they are unable to act for medical reasons an affidavit sworn/affirmed by that executor’s treating medical practitioner must be filed.
